i think it will be a waste of money the metal is not that expensive.

You should use a concrete bonding agent first. You could try troweling on a thinset-type mortar, very thin, as a scratch coat. The thinset has finer sand and is very sticky. Once you have a thin layer take a board with a whole bunch of nails driven through it and rake it over the surface to make a pattern of rough scratches. This will give the finish coat something to grab onto. You will have no trouble getting the thinset to stick to the cinder block, but you will need to use regular mason’s mortar for the top coat as the thinset is not at all suited for this.

The problem with using the metal lath over the cinder block is attaching it. You want it down nice and tight.

Sure , you can , that is if it hasn’t been painted, first use a mix of type S mortar mix , put on a thin coat , let it almost dry then come back with a thicker coat until you can’t see mortar joints.
